How to force v-sync when watching online video?

With games, everything is clear. Enabled vsync in the settings and that's it. But when watching a video on YouTube (I use Google Chrome 32.0.1700.107) , I constantly see gaps when moving in the frame.
I tried to play with acceleration / gpu / sync flags in chrome: // flags
There is no effect.
Notebook: Samsung 355V5C-S0ERU
OS: Windows 7x64 ,
Video card: ATI AMD HD7670
Software and Drivers: Latest
