How to force the customer to fill it after the site is delivered?

I have been working on website development for the third month. From time to time, people order the development of online stores, when creating a site, I fill in only 8 products and say that it is not difficult to add other products on my own.
I have already compiled instructions and recorded a video lesson, but almost no one continues to fill their site after the surrender. Even those who said that they needed the site as a kapets.
How to force the customer to fill it after the site is delivered? Or is it better to very intrusively offer your services to fill the customer's website?

If you are paid for it - fill in)). If not, do not fill out.
It is not necessary to force both in that and in another case.
What for? Content developers get fewer programmers, as a rule. Although if the goal is to waste @ time, of course, go for it.

And we do not fill it out in principle, but we help to create a task for content managers.
As a rule, in order to hand over the work, filling it with hands (and not transferring data, for example, from an old store) is not necessary.
But if you transfer, that is, program the transfer of data from anywhere - then without problems, and for a fee.

Agree with previous comment. Let's separate, as they say, "flies separately, cutlets separately." Website development is one budget item, content filling is completely different. Maybe the customer still needs to be persuaded to promote your site in search engines?
