Which php framework or CMS, wordpress framework would you recommend to use to create a multi-stage frontend form containing various types of fields: text, temporary, images, etc., with the ability to save and continue editing.

A few days later he enters the form page, edits the fields on the 1st tab, presses the "save" button. Goes to the 2nd tab, fills in the fields on the 2nd tab, presses the "save" button. Next, press the "Submit" button. After that, he can no longer edit any field, he can only look at the filled form fields.
After moderation, the administrator can unlock the user to edit the form in order for the user to make corrections to the values ​​and data contained in the form.
