How to force flush DNS cache?

Good day experts!
A typical situation for site owners is moving to a new hosting\server with a change in IP address, but when the DNS servers do not change, but only A records change.
Now the question is - how to deal with DNS caching on the side of providers and users?

You can fight, but only by worrying in advance. A reasonable TTL is set for an individual host and/or the entire zone. For example, TTL for host is 600 (10 minutes) and for zone 3600 (1 hour). Or less. Or more. Depends on specific circumstances. In theory, dns's that cached the record should update the cache when the TTL expires, re-addressing the authoritative name server. The unavailability for some time is still inevitable, but it can be made quite small by manipulating the TTL values. True, it must be taken into account that the lower the TTL, the higher the load on the DNS server and it is strongly not recommended to make it very tiny :).
