How to fix the situation when a QUERY query outputs the value of two rows into one?

Since yesterday, the construction placed on Sheet1

=QUERY(Лист2!B4:P ,"select B,C,D,E,F,G,I,N,O,P")

displays data from the first two lines from Sheet2 in one line.
It looks like this:
.......Nr....... |............. Date ............... .. |
A159 A158 | 01/31/2020 01/30/2020 |
In the evening it worked as it should. This morning such glitches.

Removing the rows from Sheet2 helps, but putting the rows back in returns the problem. The peculiarity of the table on Sheet2 is that new data is added by adding a row to the beginning of the table.

Can anyone come across?

Add a third argument

=QUERY(Лист2!B4:P ,"select B,C,D,E,F,G,I,N,O,P", 0)

headers - [ OPTIONAL ] - the number of header lines at the top of the data section. If the parameter is omitted or equal to -1, its value is calculated automatically depending on the content of the data.
