How to fix the problem with the coincidence of the IP address issued by the provider with the IP addresses reserved by the router?

Basically, that's the point. At home, there is a ZyXel Keenetic Omni, whose ip addresses are 192.168.1.xxx. And there is a provider (MTS), which, when connected, issues IP addresses, and sometimes these addresses reach 19x.xxx.xxx.xxx. In this scenario, the router on the "System Monitor" prescribes an IP like 10.xxx.xxx.xxx. Moreover, the provider sincerely believes that it is the IP issued to it that is used. As a result, working through such a connection becomes more difficult: for example, if you raise a server on one of the machines on the local network, then you won’t be able to connect via the Internet until the router receives a “free” IP.
I don't know what to do.. I tried to change the registered IP from standard to any type 25.168.1.xxx - no result.

Change your home network to 10.0.0.0/24. To do this, you need to reconfigure DHCP.

If I understand correctly, then your ISP is buggy. It also happens to me: sometimes not the "correct" dns servers are assigned. Apparently some kind of internal. Accordingly, the Internet does not work. The call to tp "nothing works" helps. Perhaps you have the same situation.
193.х.х.х regular "white" Internet addresses. Local is only 192.168.x.x, 172.16.x.x-172.31.x.x and 10.x.x.x
