How to fix the problem with imports?

Hello.
I have this problem: some python libraries cannot be imported in the code (they are displayed through pip), writes "ModuleNotFoundError: No module named 'name'".
And this does not happen with all libraries, it happens rather as an exception.
So, for example, the kivy library works only in a virtual environment, while the selenium and telethon libraries do not work even in a virtual machine.
What could be the problem?
