Can anyone tell me how to fix the cause of the error "Insufficient resources. Please select less data..." when trying to open a large number of files in Excel 2010?

It happens with Excel, even if there is a lot of free RAM and space on the screw.
If there are many sheets with data, then try to divide into two books (move the sheets) so that there is a connection. Or if there are two books (there are many lines in one book) and there is a connection between them by formulas for working with arrays (such as VLOOKUP), then it is better to combine them into one book.
Set view zoom to 100%, less use array formulas.
If there is a lot of homogeneous data, then move them to an Access database, and create a relationship (external data) - Data Exchange .
