How to fix the Dock in macOS?

I recently purchased and connected a second monitor. In macOS, I chose the main one of the two, and at startup, a profile avatar and a line for entering a password appear on it, and after authorization, the Dock panel is located on this main screen.

I've noticed that the Dock "jumps" from one window to another while it's running. How exactly this happens - I don’t know, I just notice at some point that the Dock is not on the main screen.

Has anyone experienced this, why is this happening and how can I fix it?
I have macOS Mojave.

I didn’t look for how to remove it, but I can explain why this happens and how to control it ...
If you bring the cursor straight down the screen and hold it there, the panel will jump to the screen where you hold the cursor. If the Dock is placed on the side, then the cursor must therefore be kept on the edge of the place where the panel is placed.
Actually, my panel sometimes jumps to the second monitor when by chance I can keep the cursor at the bottom of the second screen for a very long time. Initially, it is not at all obvious why this is happening, but over time I quickly learned how to return the panel back.
