How to fix the display of the shortcut icon in Windows 8?

I distribute shortcuts using GPO.
In the Trarget type field, there is a File System Object type and a URL.
If Trarget type is a URL, the icon is pulled up, and if it's a File System Object, then the label is simply white.
And in Windows 7 there is no such problem.
