How to fix system boot after updates?

Good morning.
Updates have arrived today.
Installed, worked for some time in the system.
Tried to start skype, terminal. The programs didn't start.
I rebooted the system, the whole process ended with errors and the system does not boot.
Went into recovery mode, tried to run - the result is the same.
Searched the internet and found a similar problem. Advised to remove the nvidia drivers - did not help.
OC Ubuntu 18.04 kernel 4.15.0-62

Problem solved. This answer
prompted the solution . I did it first as in the answer, but wget still did not start, ended with an error. Booted from liveCD, downloaded the package from the specified address, saved it to the broken system in the home directory. Then I booted into recove mode, selected the "root" item and installed it via dpkg.
The system worked.
