How to fix fan problem in HP Proliant DL 360e Gen8?

Hello!
Today the fans in the DL 360e Gen8 server started making a lot of noise. When loading, it shows FAN-3 Warning information. In iLo, the System Information - Health Summary shows:
Fan Redundancy Not Redundant
Fans Degraded
How can I solve this problem? Or do I need to buy a new fan?

The same thing happened, we managed to find out that one fan is not spinning in the problematic cooler. If you remove the cooler from the server, then the server does not start, if you leave the problematic cooler in the server, then it starts to overclock all the others by 100%. It hums so you can hear it through 2 walls. Here there is some information that we are not alone:

The coolers are spinning at full speed because one of them is out of order. You need to either contact support if there is support, or buy and replace the cooler yourself.
