Why don't you want to install the latest version 3.0.49.23 right away? Update not from *.cfu, from the *.cf file - all handlers from the configuration transition from version to version will still be launched.
Apparently there was a permissions management glitch in the interim release, which fires on more recent platforms (your 3.0.43.100 was developed under 8.3.6.2449 and then apparently there were no configuration extensions and corresponding rights yet). Alternatively, you can install the 8.3.6 platform and make some updates on it, and then continue on your 8.3.8.
