How to fix "Error: Calling a sysinit script on a system using upstart is not supported. Please use the 'service' command instead"?

Good afternoon, now I am administering Ubuntu Server 13.10 and the following problem arose: when I enter the sudo /etc/init.d/networking restart command (there is such a file), I get an error - Error: Calling a sysinit script on a system using upstart is not supported. Please use the 'service' command instead.
Plus there are problems with setting up a local network? What could be the problem? There is a possibility that Linux is crookedly installed?
