How to fix error "0xc0000006" when installing Windows 7?

I assembled a new bare computer, when trying to install Windows 7 (not a license, it worked on other computers before), an error pops up during the process of unpacking the files:
"Windows cannot install the necessary files. Make sure that all the files necessary for installation are available and restart the installation .", and then "Error starting the application 0xc0000006. Click OK to exit the application."
