It seems that there is no simple solution to the problem in the form of "press something somewhere to make it work".

1. Make sure that you do not have Windows components such as:

  • Application Guard
  • Credential Guard
  • Device Guard
  • <any other> Guard
  • Containers
  • Core Isolation
  • Memory Integrity
  • Virtualization Based Security
  • Hyper-V
  • Virtual Machine Platform
  • Windows Hypervisor Platform
  • Windows Sandbox
  • Windows Subsystem for Linux 2 (WSL2)
    If any of these are enabled, disable them.
2. If you have installed some antivirus other than Windows Defender - uninstall your antivirus.
3. If you disabled your antivirus in the previous step instead of uninstalling it, uninstall your antivirus.
