How to fix Cyrillic issue in Sublime text 3 when using SVN plugin?

For example, when you call svn diff, all Russian text is displayed as rectangles. When I run the same command through the command line, there are no encoding problems. What could be the reason and how to fix it?

Have you tried specifying the encoding first, with the command:
--encoding RUS
