Why can't I access a remote SVN repository?

When trying to do svn export, it gives an error without asking for a login-password:

svn: E175013: Unable to connect to a repository at URL 'http://domain/to/svn/repo'
svn: E175013: Access to '/to/svn/repo' forbidden

What's wrong?
