How to fix commenting in PhpStorm 9.0.2?

I use fedora 22, I have 2 layout languages like everyone else: Russian and English, everything changes perfectly in all programs, including PhpStorm, but for some reason commenting in the storm refuses to work, instead of commenting, it simply collapses a section of code, like if you press the ctrl + / combination in the Russian layout ... Has anyone come across this?
On other OS everything was fine.

delete the hotkey in the settings and re-add it.
