How to fix bitrate/framerate loss effect on captured video?

Filmed video.
With a bitrate of almost 14 Mbps and a frame rate of 50 fps.
At the same time, during playback, a feeling is created that something of the above is clearly missing - when the subject is moving, there is a certain inhibition.

Is it possible to fix this somehow in Sony Vegas or Adobe Premiere?

We came to the conclusion that the matter is in the shutter speed with which they filmed.
You can't fix it with software.
