Ask the provider's support "Are your IPs not blocked in Turkmenistan"? True, they can send - because they do not care. Or you can search for a database with provider IPs yourself - by the name of the provider, I think you can find it and check it yourself - is it blocked or not.
The problems of the Indians, as usual, the sheriff does not care ...
