How to find VPS with minimal pings from major providers (Megafon, MTS, Beeline, Rostelecom, etc.)?

I thought the server at the M9 site is a panacea. I took it from ruvds, as a result, pings from Rostelecom are under 90ms - they go through Europe. Traditionally, everything is very good with Ihor - but they are "sausage" (someone shares something there, but clients suffer). What are the norms sites (as I understand it in Moscow)? And who has a good connection? Is ping to their servers relevant for Yandex.TurboPages, or do they store these TurboPages on their servers (it's not clear here a little)?

Inside Moscow, pings to any data center are no more than 10-15 ms. I have a 4G modem from a distant suburb of Moscow up to M9 ~ 25-30 ms. How you managed to get 90 ms is a mystery.
