How to find programmers for a startup (mobile app)...?

looking for a programmer (s) in a startup with a rather good future. I can’t tell everything about him, and in general I practically can’t tell anything about him, because we are afraid. There is a business plan and technical specifications for its functionality, but you can refine it as much as you like, but it is advisable to discuss all this in person. In terms of complexity, 2 times more difficult than Votsap or something like that. There is not much money for the project, it is calculated that it will need to be launched either in Korea or California, all the money will practically go to moving and living there, so we cannot pay fabulous sums for the work .. we are looking for interested programmers who will support the idea and they will work with us not as mercenaries, but as a part of the project, they will breathe the idea even after the launch.
In general, there is not enough money (as it usually happens). The investor will work for advertising, marketing and technical equipment .. that's why everything is so hard.

Regarding the project, they seem to have found an agency, but again, this is a one-time agency. Perhaps we should do something and then invite developers. But I'm afraid that those people who start doing it for hire will do it so that then any other developer will not be able to code. No one is asking you to assess the future of all those present here... This is the lot of weak and stupid people.
