How to find out who planted a GPS tracker and who gets a signal from it?

Hello, I recently discovered a GPS tracker LM001 in the car,
it does not use a SIM card, there is no information about which model exactly (although I found a similar one on aliexpress), there is no data on who could do it either.
There is a microUSB input but the computer does not detect the device
How to find out who exactly threw this device or at least find out where the signal went from it?

It must give data on some channel (it doesn’t work like that on a satellite), in 99% of cases it’s a SIM.
It happens that the gps tracker gets into the car directly from the passenger compartment.

Era-Glonass system must be installed in your car. If the car has been produced for the last couple of years. It works in GSM networks.
Perhaps somehow it can be used to transfer data. That's what I was thinking for.
If the tracker is outside, then it may well be a logger. If found in the cabin, then there may have been unauthorized access. Hence the opportunity to use Era-Glonas as a tracker.
Data can also be taken without GSM using the same wi-fi or bluetooth. Drive to some wasteland and scan the nets.
