Which solution to choose for GPS vehicle tracking?

The client needs to install GPS on couriers' cars and track their movement around the city in real time. It is advisable not to use the services of local companies so that this information cannot be leaked to competitors. There is no need to store information, only real-time data is needed.
1) Are there foreign solutions out of the box, have you tried using them in Russia?
2) Maybe everything is simpler and you can just write your own software and host it in Amazon? I have not worked with such devices, but I do not think it is very difficult. If you have experience with car GPS, please share your experience. I'm considering buying a code.

I want to clarify that if this is happening in Russia, then simply installing GPS is not economically viable, since from January 1, 2015, the law on the mandatory installation of GLONASS on all vehicles will come into force (N 395-FZ "On the State Automated Information System" ERA -GLONASS"). We
have experience of using GLONASS/GPS with a fleet of ~4500 cars. At first we used AutoGraph - with more than 20 cars, it is impossible to use their client software.
Now we use BN-Complex from M2M - a good server, easy integration with devices from other manufacturers, but a huge cost.

You can write your own software.
A GPS tracker is simply a device that regularly sends GPS coordinates via the Internet.
On the other end of the wire, anything can work and handle it in any way.
Therefore:
1. Decide which GPS trackers you will use on the car
2. Order the development of a GPS server showing the car on the city map (via the web).
3. Get profit.
Oh yeah, don't forget to get a protocol specification for a GPS tracker somewhere to implement it on the receiving side.
Look like that's it.

I also want to write about the pros and cons of my decision:

You buy relatively any gps beacons, install them in the car so that there is constant power and tie them to the service - gps-trace.com (there is a rating of devices below)
