Such a visual effect is observed: the page is loaded, and after a couple of seconds it is reloaded. This can be seen from the fact that the sorting is changing (the first - by name, the second - by sort).
The reload call is made by a JS script. After a reboot, /template.php is called, the location of which is known.
Where does the initial download come from? I went through a bunch of suitable files, changed sorting parameters in them - no effect.

I will assume that the reason is not in Bitrix, but in js scripts incorrectly written by the developers, which were supposed to implement the sorting logic.
To begin with, identify exactly the problem area - for example, temporarily remove the block with sorting, see if there will be a reboot. If it disappears, look for js scripts that are related to the sorting functionality.
