How to find out the characteristics of the line?

Hello.
There is a router DSL-2640U / RA / U2 with firmware 2.5.3 Using the
router means, only such a picture is obtained, without attenuation indication.

How to find attenuation?
Support says that high attenuation (about 40) and a long line length (5-17 km), because of these parameters, the profile 1024/315 was set, although it used to pull 5120/800 (the connection is already broken on 8191/900). "During the test of the line, the excess length of the line was detected, which leads to a deterioration in the signal ...", they say.

We checked the line several times and each time dropped the speed by 2 times (5 / 0.8 - 3 / 0.5 - 1 / 0.3), now the provision of 2 Mbps is questionable.
And a small additional question. Does the management of Rostelecom have the right to "forcibly" limit clients in speed, in my case it is 2 Mbps (from St. Petersburg there was an instruction not to connect anyone above 2 Mbps) per user, even if the line can be much more?

@gbg

Attenuation is the Attenuation parameter. Vote with your feet, change providers.

And if you go the other way - change the tariff to a faster one, there will be no tariff speed - fill up with claims and demands to pull the line in problem areas

@henrick

judging by the signal-to-noise ratio, the line is in good condition, just long, but for these simple and glorious d-links, as a rule, they don’t give a damn) we have a d-link and pulled out 2 Mbps by 50 dB, and the vaunted zyxel refused to raise connection under such conditions
as for the provider's statement from refusing to increase the speed - apparently they are afraid of frequent disconnects, and therefore they want to persuade them to a slow but reliable tariff
