How to find out if OS is using VPN?

There is a VPN connection through the Hide.me service (which is basically unimportant) using L2TP+IPSec (configured in the system). Internet access through open Wi-Fi. Will the OS (Windows 7) notify me when the secure connection is lost (for example, when it breaks) and switches to open transmission? And is it possible to somehow implement a real-time notification about the use of VPN, without poking each time on the connection icon, but for example, watching some indicator in the taskbar?

The first thing that comes to mind is to discard the DNS of open wifi and use dns from vpn, although if only for surfing, then look in the direction of "browser options" where you can force the connection to be used.
