Why won't Honor V20 connect to softether vpn via l2tp ipsec psk?

Raised softether vpn server to vps. Computer on Windows 10 connects, everything works fine. Now you need to connect your Honor View 20 smartphone on Android 10 (magic ui 4.0).
On the server, I enabled support for l2tp ipsec psk, registered the key, created a user with a login and password. But when trying to connect to vpn on a smartphone (having registered all the necessary parameters), it fails. A couple of years ago I set it up in the same way, but with the Moto X Play smart - everything worked fine. Is it about Honor? Is it possible to fix it somehow?
