How to find out if an IP belongs to Google?

More than 20k requests per day from IP 213.33.200.166 with user-agent

Mozilla/5.0 (compatible; Googlebot/2.1; +http://www.google.com/bot.html)

In the terminal I do host 213.33.200.166, I get:
Host 166.200.33.213.in-addr.arpa. not found: 3(NXDOMAIN)

I understand correctly that this IP does not belong to Google and the site is stupidly parsed?

This IP belongs to VimpelCom, i.e. the Beeline company. It's not Google!
But why does Beeline need this? - Another question.
Although, on the other hand, perhaps this Google Global Cash.
