How to find out exactly the reason for blocking a resource (cleanly in the registries) by Rostelecom and Beeline?
The client came up with a problem - when accessing a site on shared hosting from Rostelecom networks, he receives a stub with a blocking message. There is no stub on Beeline, and packages are simply wrapped in / dev / null. Checking the registries showed that neither the domain nor the ip-address of the site appear in the block lists. When calling the Beeline support, there was no talk of any blocking, and the problem with routing (tracing showed that packets walk around Corbina's networks for a long time, and then drop) was allegedly solved by technicians.
Then it turns out that there is still a blockage. On the Beeline website help.internet.beeline.ru, in the "Blocked Resources" section, it says that the URL of the site located on the same IP address is being blocked. Moreover, it is the entire IP address that is blocked, not the URL. However, the specified problematic URL is also not found in the block lists and, apparently, has been cleaned up, since it returns 404 not found.
Roskomnadzor has received an ordinary civil appeal asking to explain the reason for the block. The resource is transferred to the allocated address, but it turned out to be longer than I wanted.

Blocking is not your IP, on the cloudflare dns domain. Yesterday, almost all sites that use cloudflare were blocked by beeline.

The page says "Resource vp23.ru is not blocked." Actually, the IP of the vp23.ru domain has apparently already changed, so I don’t see any problems with access to the site. Everything opens up beautifully.
From the point of view of the law, Beeline is obliged to comply with the laws of the Russian Federation, which says that it is necessary to close access to the link and by IP. From the point of view of the logic and principles of the Internet, the law is dumb as a traffic jam.

It also checks the ip you are accessing and whether it is in the blocked range from the ILV registry.
It's a pity that the databases themselves in the public domain are not updated so often.
