How does the system determine IP in Vagrant?

I raised a virtual machine with ip 192.168.1.45
How does the system understand that it is necessary to search for this ip on the computer itself and not on the local network?
Tell us how the whole topology happens here.
If 127.0.0.1 everything is clear here. And with another ip? How is routing done?

How did you decide that the search is on the same computer? The search for a host is on the local network. The network is virtual. It differs from the real one only by the absence of its physical embodiment. At the link level and above, this network is no different from a twisted pair.
