How to find orders for programming services in the American market?

Hello.
There are acquaintances, US residents, who are interested in legal and managerial support for foreign coders (roughly speaking - us :)
But at the same time, they still do not quite understand where exactly they should look for clients for the services of these same coders in the US market.
Please suggest something along these lines.
Upworks, as I understand it, is not quite what you need. Because there they do well without them (correct me if I'm wrong).
What sites/resources are worth looking at on this topic?

PS We are talking about finding customers in America for the services of encoders from the CIS. Where to look for them, these clients? On Upworks or are there other places?
