How to find a partner to work with clients?

Greetings. I'm a full stack web developer who wants to gradually transition from office work to self-employment. In matters of design, content and promotion, I have acquaintances in the team, but we need a person whose duties will include attracting customers and negotiating + drafting technical specifications.
The question is: how to find such a person and under what conditions is it best to cooperate?
What qualities and skills should he have?

You are asking for a combined project and sales department, this does not usually happen) Although you can try to search on the exchanges.
If the budget is limited, then it is better to hire a salesperson, for compiling the TK it costs on its own. You can search for a seller by enticing from other companies (a difficult path), or simply by searching through the exchanges. You offer a small rate and, most importantly, a percentage of the sale. It is desirable to have 2-3 such people in the team.

Vitaly , as far as I understand your idea, you want to create a company the same as the one where you are currently working, only your own. In other words, you want to keep coding and don't want to do all the rest of the work. (By the way, is this the “not working for your uncle” syndrome or some other reason? Why is it bad for you to work in the office now?)
If so, why do you need to fence the same garden? Work like a freelance programmer - rent yourself out (according to the time & material model). Why do you need a Fixed Price model with calculations of the cost and terms of the project, turnkey orders and all that? If you are not a person with an orchestra, you still cannot master it alone. And if not alone - then you need to sculpt your own company and you won’t be able to code there - organizational issues are always eating. And being a programmer in your company is a utopia.
Alone, all the same, the truth will have to devote time to finding orders and no one but you can help you with this. Working not "for your uncle" means working as much as in the office + sorting out many things that other people had a headache for you, and taking it all on yourself.

In business - the main thing is sales and organization and management. If you do this closely, then there will be no time to program. And if you don’t do this, then one day you can simply be left without salespeople and without customers. Who knows how to find orders, will be able to find performers for a salary.
If you want to program, then it is better to program either for salaries or freelance. And if programming is already boring, then you can move on to administration.

In your case, it is better to find a person on the phone. Pay a fixed fee for the number of calls per day +% of the attracted client. Provide unlimited communication and put a record of telephone conversations. Yes, this is all the time, but otherwise it will not work to control the process.
If money is not a problem, then find a specialist in your city for sales of similar products / related fields. Provide him with a good salary and, again, a percentage of the fulfillment of the monthly / annual sales plan. This is not counting the workplace, registration according to the Labor Code of the Russian Federation, etc.

At first, with small volumes, one person can perform both functions. Sales experience is a must. On the second question, it strongly depends on the complexity of the projects.
