How to find a part-time job?

Recently, I was puzzled by the question of finding such a job. The reasons are simple: I want to find time for my project.
I opened hh.ru first thing: there are very few options and all of them are low-paid, and do not require high qualifications.
Can anyone share their experience if they had to work 20-30 hours a week? How did you find a job, what kind of job was it?
We are talking about working as a programmer (I can’t do anything else :( )

It seems to me that almost the only way is to make sure that you are found and you dictate the terms. How to achieve this? Promote yourself as a developer. Either it's upwork, or it's a blog/YouTube, etc. etc. Ultimately, you will be able to choose the workload to your liking. Finding a part-time office/remote job but working as a full-time person is highly unlikely I think.

Alternatively, choose a project that is easy for you, where you will produce results in 20-30 hours a week, which you are ready to pay for as much as 40 hours. In short, do what you know quickly and efficiently while formally working full time.

freelancing and bodyshops are full of offers for part time, no less than full time. I myself work in two projects for 10-15 hours a week and in one up to 5 hours a week (I do a code review).

It's practically unrealistic. In a big project, no one will take on such conditions. It remains a piecework option for a short time.
For example, I don’t take on development projects that take more than 5-7 days. I have enough to do, and my roof will go from them in a week.

30 hours a week is not much different from 40 hours a week.
Your question is a question of motivation, not a small number of proposals of a similar plan in the labor market.
