How to find a layout partner?

I read that there is such a form of cooperation: a
person is engaged in the creation of sites, he often has a lot of simple routine work on layout, for which there is not enough desire / time. He negotiates with another person, less experienced, and transfers this easy part of the work to him for a certain percentage.
The first person has + time, + money.
The second has + experience, + money.
I think that for the second role I'm already doing quite well, there is a lot of time, the question is, how to find a person for the first role?
Where to look? Do freelance exchanges get banned for placing such "orders"?

First, this is not an order. You are offering a service, not a job.
Secondly, just write to the layout designers in a personal, maybe someone will be interested in your offer. Be sure to attach links to your work - even the routine must be done with high quality so that you do not have to redo it, since it will be sold under the name of your partner.
And thirdly, I would not advise you to do this. )
