How to find a job as a system administrator in another city?

Lord!
Tell me, what are the normal services for finding a job in another city / country? The thing is, for some time now I have been trying to find a job in St. Petersburg or the Leningrad Region with a subsequent relocation, I myself live in the region.
I work as a system administrator in a medium-sized organization, I have experience, I beautifully painted it in my resume. But, there is silence and darkness on the exchanges, or they don’t look or after 2 weeks they throw a refusal, with the promise we prefer personal communication.
Throwing everything and going for luck is not a hunt. It feels like they just see what is from the hinterland and consider it a redneck.
Maybe there are some services where adequate recruiters live or where you can chat right away?

And what, to agree with 5-10 employers for an interview, having previously talked by phone or Skype, and come for a week - no way? If everything grows together, you will stay, if not, you will return home.
Who will hire a worker remotely by correspondence?
