How to find a good company to finalize sites on Bitrix?

There is a site on Bitrix. Of the functionality, only 10 internal pages and online application submission. The application is translated into XML.
We are making a new website. Freelancers genetically do not meet the agreed deadlines and disappear for a couple of days without warning (these are people with a dozen positive reviews).
In general, we need a company that will:
1. finalize the site, do it as quickly as possible (i.e. start working immediately upon contact, and not wait for the signing of the contract and the receipt of money on the account)
2. in the future will make improvements, including significant ones (requiring a fairly high level of programming), for example, a user's personal account that takes data from 1C, sending questionnaires by get or post-request, a map with points of sale that are taken from an XML file etc. For such improvements, it is more convenient to pay fixed amounts on a project-by-project basis. But there are also many insignificant ones - at the level of technical support with hourly pay.
I would like to see a company that is flexible, inexpensive (rather regional), perhaps small (1 developer is enough for our projects), but reliable (especially in terms of implementation time).
Do not show the lists of Bitrix certified partners, we have seen it. Interested in personal experience.

1. An adequate developer and company will not agree to such conditions as work without a contract, technical specifications and prepayment.
2. There is no such person who simultaneously knows Bitrix frontend and backend at a high level. You will need at least two.
3. Inexpensive and urgently incompatible concepts.
Adjust the request based on the realities and then there will already be a chance to find developers.

It is not profitable for small companies to contact Bitrix. It was created to squeeze money from large customers. Imagine that you drove into the outback on a formula 1 and look for someone to attach a new steering wheel to you.
If you want to quickly - take as a basis something in which you can use paid / free third-party solutions without special crutches. If you want Bitrix, you will have to do almost all the improvements from scratch, and this is by no means as fast as you hope.
At first I didn’t even want to type, because this is not an answer to the question ... But everyone is silent for something :)
