Are there any startups looking for people to co-develop something?
In this case, I plan to develop games and applications for android / iphone, but I need an artist-designer.

Freelancing services are not suitable, as it is difficult to find a person to work without pay.
Dribbble, Behance - you can find people by work in your portfolio and offer to work together.
Social networks - the best option, through the search you can find designers, meet, chat, offer to work together. Many respond (by saying many, I mean ~10% of those found - this is a good conversion)
