How to find a Drupal programmer for your projects without money?

Not so long ago I quit my job, I worked at the same time as a sales manager, content manager, project manager for 1 primary real estate project. , filling the site with content, processing the functionality of the site and other things.
For more than 1 year I thought about starting my own projects in certain niches, but working until 21.00 in the evening, there was not enough time to concentrate on my own projects. Perhaps these are just my excuses, since I have gaps in time management and concentration of thoughts on certain things.
Question:
How to find a competent Drupal programmer without money and without a loan, on a permanent basis? those. attract on a contractual basis, or for waiting for a certain time, add an additional percentage for the work done.
