The developer himself, but in terms of the backend, you need to find a developer to develop a mobile application on flutter, but here's the problem, I don't know either dart or the flutter framework, so I won't be able to conduct an interview, as well as difficulties in understanding the quality of the code and correct time estimates .

What are the possible solutions in such a situation?

How much he worked on the stack, what he did, ask specific questions about the implementation of your current tasks - ask if he can do it or not. Usually, he will not get a job that a person does not pull, or he will warn that he has not been specifically involved in such an implementation before, but is ready to study and overcome within en days / weeks. Inconsistency issues usually only arise with juniors or very weird types, but when looking for more or less experienced specialists at a competitive price tag, there are usually very few failures.
