Is there a simple local software for task sharing?

Requires software to assign performers to tasks, control deadlines.
Thanks in advance for your reply. I found a bunch of web solutions, but the specifics of the work do not allow them to be used. Local SharePoint and MS Project are too cool, as all their functionality is not needed.
