Hello, for several years I have been struggling with the search for programmers in the team. Please tell me what is the name of the profession of a person who can select programmers and control their work in the office.

These are two different professions, and programmers treat the picturesque representatives of both of them without enthusiasm.
The first one is called HR. This is such a combination of a secretary and a psychologist who knows how to select people who look like programmers, who are able to behave adequately in 40 minutes of the initial interview and do not gnaw furniture (they do not bring weapons to the interview, do not swear that schoolchildren have flooded the industry and they need to pierce eye screwdriver and so on).
The second is called the manager.
However, the very question that you need someone to supervise the work of programmers indicates that there are certain management problems in your organization.
The job of a programmer is a creative process. The closer he gets to the routine from the fence to lunch, the higher the likelihood that someone will automate this task and the further you will cease to be a competitor to him, because the framework works 24/7 and for free, and the programmers for this (in your opinion) need a manager.
