How to export SVG from Photoshop so that it can be edited later?

I have a svg file in my layout (.psd). How to export it, so that later it can be inserted into html and changed from css? When I click export as and select svg it gets exported

and I can’t change it (for example, when hover, change the color from white to red). And when I click on export contents, it is exported as an .ai file

Photoshop doesn't know how to work with vectors, that's what AI is for.
hardly svg there, I have no idea how it's done, can you give an example?
