How to export and then import all user data and settings from Chrome without resorting to cloud services?

I want to update Chrome by reinstalling it completely, with a complete erasure and subsequent installation, but then I don’t want to install and reconfigure all the extensions and configure Chrome itself. I also don’t want to use cloud synchronization (as far as I understand Chrome has such a function “out of the box”) because of some fanaticism regarding privacy. Tell me how to do it. Is there a better way to just save the profile directory?

The easiest way is to register mail on google and make your account where you will save all your settings, bookmarks.
When you need to, just log in and all settings are transferred to pure Chrome.
