There is a kindergarten site ds11.admhmansy.ru, they
asked me to make a normal photo gallery system. I suggest they update the design. without overpayment, for the same price. and they say that everything suits! I am ashamed to think that I could not convince them.

I’ll say the essence is in your Khanty- In the Mansiysk District, there should be certain (bonuses, certificates, awards) for MBDOU employees, this is your garden, probably even your manager strives to somehow stand out in front of the administration, put an updated website design + motivation under her desire, what problems will she help solve and how will she highlight in general background of her personality and the kindergarten itself is a new design,
for example, the most dynamic kindergarten, despite the difficulties, keeping up with technology, add functionality to the new design, some kind of online service for parents, the main thing is that in the eyes of your opponent it looks like an awesome feature that will benefit him, even if not materially,
but morally (here damn it's cooler for me)

Like it or not is very subjective. If they are used to the design and it suits them in everything, then they will not agree to change it. Especially if some aunt-manager under 50 years old is responsible for this.

We didn’t think to sign up for courses, there are so many of them, - a simple pickup course will go, as a basis, the same psychology. But it is better not to do something that you cannot influence, and not to worry about it.
Do design on approval. Or immediately make a demo variant - for a checkmate, without a check.

Taste - aside. Give them your awesome new design, deploy a copy of the site and direct half of the traffic to it.

If people are ready to accept such obscenities, this indicates the enlightenment of the individual, and there is nothing to be surprised at. The question is what, if in persuasion, then you need to learn this, you can’t shove it like a tank on a person, for sure you can’t do it. No matter how great a leader this woman is, she absolutely does not need hemorrhoids with a website. I myself cooperate with some municipal organizations, and I have already gone through all this. In this situation, only three options are possible:
1. If you have the audacity and the ability to argue with the manager, prove that you are right, and if the manager is still able to distinguish an apple from a banana, then raise a new site nearby and put a redirect for everyone. If the war still turns out to be lost, then the redirect is easy to remove. And your work will go to your portfolio.
2. You can approach the issue from the tactical side. Again, you raise the site next to it, but without redirects. You begin to go around the employees in turn, starting with ordinary educators and ask them to evaluate their work, and at the same time, in a certain case, take your side (in this case, as a rule, it is better to contact those who have been working with this leader for a long time), and finish with the main accountant. After that, you can go to the leader himself and show your creation.
3. The easiest way and not the right one. Kill everything. In the municipality, it is customary that the less work, the less hemorrhoids, which means better. It is difficult to go through this if you want to become a professional in the future, but it steadily guarantees the same low salary up to retirement.
The first two methods are personally tested by me. The third did not use, but I see it here and there :-)

I am sure that there is no need to convince anyone of anything . Better try to nurture people's taste in an indirect way.
As if by the way, ask them about their impressions of this or that site (not in the sense of "that's how good", but in the sense of "what do you think?").
In this way - maybe something will grow. At least the customer's eyes can light up.
