How to evaluate a project?

Probably a stupid question, but maybe I'm missing something. They ask to evaluate the project and asks PM.
Below is all the information

Required stack: Laravel/Vue.js
Brief project description: The project consists of developing a fully responsive web site where the customers will have the possibility to create their own, wedding invitations, business brochure cards, etc. Additionally the customers will be able to buy already developed brochures and to sell their own creations.

In my opinion, according to this information, it is impossible to give any assessment at all, even the roughest one. I would like to know if I don’t understand something, or do PMs with a client have no idea what web-development is?
PS: Estimated means how long the development will take.

Quantum in three months. Or six, as you like. And don't forget to multiply by π for realistic timing...
