It really depends on the cost. I'm afraid that with 5-10 operators it's not cost-effective. Those. gsm gateways are not expensive, but apparently you have everything "cloudy" including the office. This means that you will need hardware, accommodation, software and personnel who will serve all this.
One number per SIM card is impossible, each SIM card has its own number, there are problems with callbacks (the SIM card does not have much linearity), many do not trust calls from left numbers.
