How to enforce "no more than 5 requests per second, 120 requests per minute from one IP" API usage condition in JS?

For the site I use the exchange rate API https://www.cbr-xml-daily.ru/ . The condition of use is no more than 5 requests per second, 120 requests per minute from one IP and no more than 10,000 requests per day.
