"Active" watsapp icon?

Is it possible to make an active watsapp button? As with skype or stim, when clicked, skype or stim opens. For example - the site has a mobile number + a watsapp icon next to it, if you click on it, a watsapp window should open?
This is if the user is sitting on a mobile phone or tablet.

Yes, that's possible. As in Skype, the URL Scheme is used:

The window + message will open. It is impossible to open a window immediately as a dialog with a specific phone number (or rather, you can, but you need the phone to be in the subscriber's contact list and you must have abid - the user ID in the contact list).
